Bhopal. E-pass process has been ensured for the citizen/organisations by the State Government to obtain permission to travel within the district and from one district to of the state to other states. The Principal Secretary Home Shri SN Mishra has issued clear instructions to all the district Collectors and District Police Superintendents.
As per the directive, the persons / organisations cooperating in the supply of essential commodities and services will not be required to obtain separate pass/permit for the movement within the district. When representatives of such persons/organizations move from one place to another within the district, they should be permitted to travel to their destinations after general inquiry and seeing their IDs (like Office ID, Aadhar card, PAN card, driving license, passport or any card etc.). In order to make this arrangement, the District Collector himself/herself will be authorized keeping in view the local requiremenst in accordance with the directives in respect of Covid-19.
Applications can be received in four categories for traveling from one district to another in the state and from one district to other states. The first category will include representatives of citizens/organisations, which are willing to travel from one district to another or from one district to other states for bring food and accessories and essential services.
Under the second category, there will be individuals / organisations / companies, which are involved in the door-to-door distribution of materials related to essential services for citizens in one district to another or in more than one district.
The third category will include such transporters, who are required to transport different types of materials from one district to another district of the state or from other states to Madhya Pradesh and to transport materials from Madhya Pradesh to other states. The fourth category includes any individual for whom it may be necessary to travel for personal emergency.
In all these four categories, all persons / organizations can apply for this activity at the specially created portal - https://mapit.gov.in/COVID-19/. Offline applications will also be accepted for the required permission. This application on the portal will be submitted before the District Collectors or competent officer authorized by them from where the proposed transport / movement is to begin.
Upon receipt of such application, the District Collectors or their competent officers will examine these cases. After their satisfaction, they will accept such application and issue electronic permission (e-pass) through the portal. Copy of this will be sent to the applicant electronically on the mobile number and e-mail ID registered with his application. If an e-pass is issued in favor of a person / organisation by the competent officer of a district in the state, it will also be accepted by all the districts of the state which will fall in the way.
Information related to all e-pass to be released under this system through portal in the form of M.I.S will be provided daily to the Principal Secretary Urban Development and Housing, Principal Secretary Industrial Policy and Investment Promotion, Principal Secretary Micro, Small and Medium Enterprises and Principal Secretary Food-Civil Supplies and Consumer Protection. If any area in any district is declared as a containment area in terms of COVID-19, then transportation and traffic in such area will be completely restricted.
In case of any problem or to receive guidance in this regard, Collector, Principal Secretary Urban Development and Housing Shri Sanjay Dubey or Officer on Special Duty-cum-Commissioner, Madhya Pradesh Housing and Infrastructure Development Board Sushri Caroline Khogwar Deshmukh may be contacted. These guidelines will remain in effect until the end of the lockdown or the next order (whichever comes first).
